I think it is best to have an option to place any HTML in full page
width just under the page header and before the download buttons. I am
fine with a field in page admin to paste the HTML code, no fancy
editing.

This would have a minimal impact on download page design, we can still
have donate form/banners right of the buttons, more links below the
buttons and whatever else.
