Does the DC rent out routers, and if so could they put TDF servers on its
own little VLAN? and port forward them that way?

I am wondering with the current setup to save costs on ip addresses could
NAT be used or would the data center block natted traffic?

well, NAT only works in one direction (connections are allowed that have
been previously opened by the natted machine, that is the problem. What we
need is then port forwarding, no NAT.
