For Mac remove the statement altogether? Is there a reason why the Mac does
not have a localized help package?

Because it is pointless to have two packages for local UI and help.
If it was me, I'd also not have that separate on linux.

It might make sense again to separate it when help is available in the
Desktop's native help format and when extended Tooltips are no longer
taken from Help, but until then it is just a bother. (my biased
opinion :-)
