I was talking with the developers of AskBot about internationalization of a single AskBot instance 
(questions, answers, single userbase etc.).
While it is planned being implemented, this may take some time as they decided to first do a major 
refactoring of the codebase (AskBot is a fork of OSQA is a fork of CNPROG).

So the faster solution is to have one instance per language, but this means different questions, 
answers, userbases and no sharing of karma for users that are active in more than one language.
It might be possible to merge the instances once AskBot supports all needed i18n features in a 
single instance.

But it will take some time before I can setup another AskBot instance because the transition of our 
servers to provide high availability for our services takes precedence.
