I noticed that the "tt" locale, which according to wikipedia is Tatar, is
also missing. It is also used by the 3.5rc3 version, but don't have a
windows package (which is why I didn't notice it at first).

Nor Luxembourgish or the Tatar language projects get much love, so I don't
think these should be prioritized, unless someone actually works on it.
