As it has been mentioned already: Don't point end-users to those
"confusing" sites. Those sites are meant for java-developers, people
with technology knowlegde, those who understand what is the difference
between a JDK, a JRE, between SE version, between ME version.

Nope, the primary way to obtain java for the end user is to go to
java.com. That is far less confusing for most people.

I know the D as in doubt, to spread "fear, uncertainity and doubt"

The citation is from the end-user targeted java page:

And re java 7: there already have been complaints about java not
working despite java being installed - that is because people did
download the wrong version of Java7 from the developers' site.

But back to the original download question, just to make it clear:
* You are allowed to link to the java download at java.com or the
oracle site (but again, please only use java.com for the end-user's
sake)
* You are *not allowed* to copy the java installer to your own server
and provide the download from there (unless you are explicitly
authorized to do so by Oracle)
