No - why would you need backups for this? - It is not a file storage,
it is explicitly temporary, for convenience of communicating. Add a
statement "the attachments can be deleted anytime..." The initial
proposal included an explicit expiry period, but you could also have
it by disk-quota or whatever.
Second, it brings liability risks. What if someone uploads illegal stuff?
We already store the plaintext mails, that can contain illegal stuff as
well.
What if it's copyrighted material?
What if someone paste's HarryPotter into the mails and sends it off to the
list?
For images, we might get in touch with the folks from frupic, maybe
they would be OK to upload images to their site...
But for other filetypes the choices where you can upload stuff without
the burden of having to endure either a countdown before you can
download/use the file or have tons of advertisement banners are
basically non-existent, are they?
What if we lose the files and someone
thinks we can be held liable?
What if someone complains that you make his/her email and personal
details sent in a mail public?
So I don't see this any different. As you mention, the same is true
for the wiki.

You'll always have those.. And yes, if people complain, someone of the
maintenance team can delete the file.
It is again nothing different from the actual content of a mail in my
opinion - the difference with the mail-body itself is that you cannot
delete it, as it is added to various archives and you cannot delete it
at all.
So, as nice as the idea is, I think it would bring more issues than it
helps..
I don't see it that pessimistic.
