Yes - you can then also use the little reports to list pages that have
TODO items

But you might also talk about the comment feature as in a
user-feedback form on the website itself, yes, silverstripe provides
that as well, but has to be enabled for the corresponding pages.

And of course granting access to edit pages is no problem
