When I referred to wanting to leave comments, Silverstripe has a
built-in comment facility that enables you to leave comments separately,

Each page has a "ToDo" tab, where you can add such items.

The comments are more related to one single edit/version of the page,
i.e. when someone requests a page to be published, a reviewer can add
a comment saying "please change this or that", refering to that

Adding comments/reviews like yours in the workflow comment will easily
be missed once that workflow item is processed (changed page published
or publication request cancelled/aborted.

but which are linked to a given page (if I've understood it correctly),
and that is what I wanted to.

Yes - you can then also use the little reports to list pages that have
TODO items

But you might also talk about the comment feature as in a
user-feedback form on the website itself, yes, silverstripe provides
that as well, but has to be enabled for the corresponding pages.

And of course granting access to edit pages is no problem
