I doubt voting being an appropriate approach here. 

First: Who should vote? The only rationale is to let the prospective 
users vote, but do we know who they are? The leads of the national 
teams? The marketing leads? 

Second: as working with a software can be a rather subjective thing, I'd 
put it into the hands of the prospective admins to choose the 
appropriate CMS.
