Yes, that's exactly what I'm after.  Can it be done wholly from the
command line - i.e. using command line parameters?

No, not from command line.
There is a a simple command in Basic, which will start the form you want:

SUB FormOpen
ThisDatabaseDocument.FormDocuments.getByName("MyForm").open
END SUB

Put this macro in you database file.
Start it through
Tools  → Customize → Open Document

If macros are enabled and you open the Base file you will first see the whole Base content (tables, queries …) and then the form will start directly.

Might be the form isn't positioned right. I set this always as a maximized window. I always set the content to a zoom level where all content of the form is directly available.

Enable macros and start the file. The start form will appear.
