There are still places around the world, including parts of the USA and
Europe, where always on, fast, internet access is a dream yet to be
realised.  Then there's large parts of Africa and Asia....

Therefore, packaging LO on a USB drive or DVD, still serves a purpose.
As long as, as others have said, branding isn't being changed, malware
being added, etc, etc. and the price isn't a mickey take.  I think $12.95
inc postage is probably an okay deal since the drive can be wiped and
re-purposed;  as has also been mentioned.
