Are they still doing that? OO is kind of dead these days. Regardless, there was nothing to stop someone from packaging OO or LO and selling the CD, etc.. Years ago, in the days of much slower Internet, that was a service to some people, who couldn't download the software. As long as they aren't making changes to the software, putting their own brand on it, etc., they aren't doing anything wrong.
BTW, one thing that did bother me was when IBM was sending out free OS/2 Warp 3 CDs in magazines. At computer shows you might find someone who was selling the CDs, which was a violation of the license terms.
n.b. I used to be the OS/2 Product specialist at IBM Canada, in the late 90s. I was the top OS/2 support person in the country and used to run the OS/2 version of StarOffice, which evolved into OpenOffice and LibreOffice, on my home computer.
