A3 is =IF((F22=$B$21) AND (G22<>$B$21),10,20)
I didn't even know you can use AND like that. I always write like:
=IF(AND(F22=$B$21;G22<>$B$21);10;20)
I was programming before spreadsheets existed and blindly used the same
simple construct as basic in the spreadsheet and that worked so kept
using it.
&& didn't work but would be nice if it did.
Also what is nice is that (F22=$B$21) will evaluate to 0 or 1 when used
in an equation. (F22=$B$21)*5 is the equivalent of if(F22=$B$21,5,0)

You will notice one space before and after the AND;
Click into the cell and edit the formula changing =IF((F22... to
=IF((F21.... and hit ENTER.
Click into the formula again, are there now 2 spaces before the and?
Every edit I get an additional space added before the AND.
If there is no space after the AND (=IF((F22=$B$21)
AND(G22<>$B$21),10,20)) this does not occur.
