Hi Tim,
Have you tried to select the cell by itself before trying to change its
color? Changing the color of one cell is sometimes a bit tricky.
First, position your cursor in the cell and do Table > Select > Cell,
followed by Table > Properties > Background. From there you should be
able to select the color.
Note that I am using LO 7.2 on Fedora downloaded from the LO site. I
seem to remember some past issues with table formatting in previous
versions but I am not sure if it dealt with text or table formatting.

No icon appears to be present that would control such a process. I
