For what it's worth, it's not a problem on my LO 5.1.6.2 on Linux
Mint 18 or LO 5.3.3.2 on Puppy Tahr Linux. On both systems, the menu
bar just collapses as I shrink the window.

Not a problem with my 5.4.5.1 on openSUSE Leap 42.3 either. English
interface with no extensions, if that matters, and I can make windows
as narrow as I want (1 pixel if I choose). I use the LXDE desktop.

Thanks to both Virgil and Dave. This suggests that I need to start with my distro (Mageia) and DE 
(E21/22) first. I have seen no related bugs, which suggests that this indeed may not be a LO 
problem.
