You look to be using the 32-bit build of LibreOffice on your Windows 7 sp1
64-bit install.

Is your installed JRE also 32-bit? If you just have the 64-bit JRE
installed, you need to either install the 64-bit build of LibreOffice or
install the 32-bit JRE.

JRE bitness has to match the Libreoffice build.
