properly and that you are pasting previous clipboard contents,
apparently from a different source. That would be easy, as the copy

select cells, CTRL-C or CTRL-V, and select cells, and select cells, Edit
> Copy or Cut...
Does your keyboard need attention or replacement? Or do your
fingers, er, ... ?
No, and no... happens on many different systems, and many different
users - and as I said, this has not always been a problem, so no, this
is not operator error.
I have had this problem off and on when copy/pasting numbers between
.csv files and .ods spreadsheets, but even then it isn't every time.
Do you have your .csv file open in LibreOffice - in which case it will
have (default) formatting - or in a plain text editor - in which case it
won't?
When it happens between .csv and .ods, I have both open in Libreoffice.
But as I said, this also happens when copy/pasting things ON THE SAME
WORKSHEET IN THE SAME WORKBOOK.
