From what you are saying, you clearly think that the web site is 
that of the original publisher of the document.  But no: surely the 
questioner had this problem with a local copy of the document and 
posted it on a web site himself to make it available to list 
subscribers for testing and discussion.  (I'm guessing he was 
originally sent it by e-mail.)  We can't blame the originating 
company for that aspect of any difficulty.
