The file you linked is NOT an Excel file. It is an incorrectly formed HTML
file. In fact it is a plain text file containing a table in HTML.
If you rename the file extension from xls to html it will open correctly in
LibreOffice Writer/Web
You just need to select the whole table and paste it in a new spreadsheet.
The reason why it opens correctly in Excel is that Microsoft is
paternalistic towards users :)
