The first idea that came up to my mind is that unrecognized or misinterpreted EOL sequences might exist within the file.

If you have a \n sequence inside of a text field it might or might not be recognized as End of Line.

The same might happen if there are mixed Windows- Unix- or Mac-type EOL sequences (CR, CR/LF, or LF).

(Don't know how to visualize them appropriately but you might succed in loading the file in writer and doing a search/replace.)

However, the above should not change the number of rows inside Calc as the presumed misinterpretation should have happend during Import/Export only - but not within Calc itself. But it might be worth a look.
