Hi :)
OpenSource is about choosing the right tool for the task.  NOT about making every tool vast and 
bloated by making it do everything badly.  It's tricky tho.  Exactly which parts of the programs 
would be  used rarely and which would be used all the time by everyone.  With some things it's 
obvious but this case is not.  

It would be nice to have a link somewhere about how to choose the right tools and what to look for, 
perhaps a recommendation somewhere like here

The problem is that the internal IDE is suitable for LO Basic only. At the time that Python 
support became available in OpenOffice.org, the developers at Sun deemed that there was no 
suitably available IDE that could be integrated into the program. Nowadays of course, there is a 
fairly large choice of Python IDEs, but even these are not generally installed by default in Linux 
distributions because they are considered developer tools, and thus the integration of any one 
choice into LO is rather moot (not to mention space considerations in the size of the download 
that such integration might cause).
