Hi :)
Most programs have not yet had touch-screen functionality added.  It is not just LibreOffice that 
is behind.  Most OSes that claim to be fully-touchscreen are still having problems.  Ubuntu has 
probably ironed-out more problems than most but it does take programmers time to write code to do 
things and touch-screen is a very new thing for mainstream usage.

Perhaps the simplest way is to install Debian - there are already packages for 
ARM in repository.
There is official port to armel (http://www.debian.org/ports/arm/) and unofficial 
(it just means that it has not yet met quality criteria - you can expect some 
bugs and rough edges) port to armhf (http://wiki.debian.org/ArmHardFloatPort).

Although if you want to run LO on touchscreen device, it may be quite unusable 
because of user interface which was created with mouse and keyboard in mind.
