It does copy and it does paste. But it pastes in the way that overwrites
selected element with copied element. Therefore it may look like not working.
So:
1. Draw your arrow
2. Select it and press Ctrl+C
3. Deselect it - click somewhere outside
4. Press Ctrl+V
5. Move arrow around (you may use arrow keys).
