Have you unselect the arrow before you insert it with CTRL+V ?

You can drag the arrow into the gallery and use it from there. This is 
useful, if you use not straight arrows but have designed curved ones.

     Another possible way to do this:
1) Select the arrow.
2) CTRL+C (as another mentioned, the creates a copy of the arrow on top
of the original arrow.
3) Use the arrow keys to move the copied arrow to where you want it.
(The original arrow remains where it was.)
