Could be. Being basically lazy, I only put a first name into the form. When I edit fiction, hovering the cursor over any of my edits shows a tag with either "Inserted: Jerry - Date and Time" or "Deleted: Jerry - Date and Time". I just tested it by adding my last name to the form. Edits done after the change show a complete name along with date and time. Obviously without any info in the form, the editing function wouldn't function correctly.

Actually, Tom, it is probably so that different positions can be saved for different users who may be editing the same file (no way to tell different users apart if they haven't personalized it)...

Hi :)
I think it's an accident rather than a deliberate design choice.
Otherwise they would probably have put a tick-box in options somewhere
i guess. The work-around works though.

Tom :)

You need to have entered some information in the User Data section
under Tools>Options>LibreOffice>User Data. Only a first name is
sufficient but the form can not be completely blank.

Also check the box labeled "Enable experimental (unstable) features"
under Tools>Options>LibreOffice>General

In openoffice, if I saved a document, when I next opened it, the
cursor was automatically positioned where it was when I left off.
This doesn't seem to be happening in libreoffice, as the cursor is
always at the top of the document, meaning one has to remember some
other way "where I was up to". I can't find any option to turn this
invaluable feature back on.

Is this a design decision, an oversight, or am I missing an option
somewhere?
