I think it's an accident rather than a deliberate design 
choice.  Otherwise they would probably have put a tick-box in 
options somewhere i guess.  The work-around works though.

You need to have entered some information in the User Data section 
under Tools>Options>LibreOffice>User Data. Only a first name is 
sufficient but the form can not be completely blank.
Also check the box labeled "Enable experimental (unstable) 
features" under Tools>Options>LibreOffice>General
