How about using something like Revo Uninstaller to dump LO and then
reinstall it.

I may try your first suggestion....

Your second suggestion won't fly. Unfortunately all I can find in the
C:\Program Files (x86)\LibreOffice 3.4\share directory is 1 folder....
called 'uno_package', there is no report-builder folder anywhere on my
machine. Might this be a problem or oversight of the installer?

1) Uninstall LO and Java 7
2) install Java 6 and LO
3) update to Java 7

If all else fails you can always simply go to C:\Program Files\LibreOffice
3.4\share\extensions and delete folder report-builder :)
