Actually my last suggestion is a kind of magic cure-all.  Hmm, doesn't
always fix everything of course but it's pretty good.  

For your particular problem there is probably just a single file locking LO
from opening.  There are 2 main places it's likely to be lurking but in
either one you will need to be able to see hidden files.  In Windows  Xp
just open any folder and click on

Tools - "Folder Options" - View

and scroll down a couple of lines until you see the radio-button for "Show
hidden files and folders".  It is in a sub-folder in that menu but it is
usually open by default. 

Now open the folder where you were last working on a document.  If you can
find a file that starts with an ".~lock" then delete it.  Next place to look
is in your user-profile.  The 

libreoffice/3/user/backups

might have the file that is locking you out.  If it's there just delete it.
