I'm at the moment on Debian stable (still OpenOffice calc)
but it should be the same on LibreOffice calc:
Format --> Page --> Header --> Extra -->
Background. Choose "as image", locate the folder with your
image, then select it.
You may have to try different positions to have your image
to be seen in the header; be sure also you have the needed
space (header hight and distance from borders).
