Hi
I'm sorry but I think it is wrong because Backgrounds are
different from Headers.
If you use background image what everything that you put in a cell appear
in the image. I understood that he needs to put as header (out of the
rest of the sheet- on the top -).

I'm at the moment on Debian stable (still
OpenOffice calc)
but it should be the same on LibreOffice calc:
Format --> Page --> Header --> Extra
-->
Background. Choose "as image", locate the folder
with your
image, then select it.
You may have to try different positions to have
your image
to be seen in the header; be sure also you have
the needed
space (header hight and distance from borders).
