well, but because it anchors in the wrong place and doesn't move when
I move the document window, but that's not really on point....

Have you tried docking the toolbar to a menu line and then locking its 
position?

I have tried docking the tool bar, but it still appears and disappears according 
as I am in or not in a table. The least annoying dock is on the side of the 
screen, but it still knocks the page a little sideways when it does its 
appearance trick. Pleas explain exactly what you mean by "docking to a menu 
line". Perhaps I have not done that. I don't know wha you mean by "menu line".

Hi Rick again.  

The default position for the toolbar is to be free-floating so that you can drag 
it around the screen even right into the middle.  This might be the best way for 
you to have the toolbar now i think about it.

I think you already have the toolbar "docked" at the left of the screen so that 
it is attached to the edge of the screen and appears as a single row/column 
stretching from top-to-bottom rather than as a compact box floating over the 
document.

Language evolves over time and the normal usage of the word "dock" is now 
somewhat different but there are still several different meanings of the term.
