I would consider that a bug. There should not be a difference in filter
choices just because you use the LibreOffice Open/Save dialogs instead
of the system ones. It might be a good idea for you to check out whether
a bug report for this has already been filed here :

If not, then open a new bug report.

LibreOffice on my Mac shows the same list of file types when using either the Mac save dialogue
or the LibO save dialogue. odf flat xml appears in both.
