As Tim points out, it all has to do with the tag line. If if is approved 
by the TDF/LibreOffice (I imagine it would only need the nod from the 
design/marketing teams) then the use of the official logo is permissible.

Sophie pointed an example of a an official logo being used in a persona 
and Florian asked if he could modify it with the logo with no tag and he 
also invited the author to join the design team and perhaps get his 
personas approved with the design team's help. So far the author has 
modified the logo and said that he would be interested in joining the 
design team.
