I am not sure that it looks "mean/bad-ass" to me.  But there is something
about the character's smile that might be seen that way.

No, definitely not. If it needs text, it doesn't qualify as a mascot.
A mascot must work without words. (and I didn't consider the "Hi! My
name is... LIbo" to be part of the proposal - as the color combination
samples also don't include it.

Of course a mascot can be combined with text, but the text must not be
necessary to explain the mascot itself.

(and make sure to take pictures once you got it on a shirt :-))
