Well, that is how the OO.o team did it, reading the license out of
the
properties of the template - but I'm not so sure that is the right
way
To me, if an ODF Templates repository does not use the ODF
possibilities
in an optimal way then there is something wrong somewhere: everything
should be stored and read from the ODF template itself, so that the
template file is self-contained. ODF can do this and this just seems
the
right solution to me.

I wanted to stop though and ask about one point here. This has nothing
to do with the idea that having the license self contained is not a
proper requirement in an ideal situation.
Perhaps you know the details regarding the performance issues the team
ran into with the site at OO.o. My impression from reading what was said
is that this processing of the files was a contributing factor, but I
could be way off base on that. Realizing the template site is going to
get a lot of traffic, reasonably soon I would guess, it seems worthwhile
to find out just how much of a factor this processing is. As I recall it
is still not possible to reliably count downloads from the site because
of these issues being one example of these problems.
Anyway - just before I forgot about this, whatever we do it is prudent
to go back and review what was said about these problems IMO and then
look at what computing resources they have at Oregon State University,
where the site is hosted and compare that to what resources we will have
to supply, or go find.
