I don't think they are concerned about anyone other than people who have "official" roles in OOo (e.g. project leads), especially those who are on the Community Council or are engaged in active marketing or public speaking activities on behalf of OOo. In practical terms, Oracle can't stop ordinary community members from working on documentation or support or distribution of both OOo and LibO, though they could make it inconvenient for any group using webspace on Oracle's servers.
