there are many function with "fixme" near them (in
core/sc/source/core/tool/scmatrix.cxx), are they not to be
modified/optimized?

The only way to figure out what a naked "FIXME" comment with no other
explanation means is to look in the version control log and check if the
person who added that comment mentioned anything in their commit message.
Otherwise such comments are fairly pointless, if the original author is not
around to explain them.
