I would like to put an item on the agenda for next week (or the week after).
We have a meta bug:

tracking the problem of RTL, CTL, CJK users not seeing full RTL-CTL/CJK
support enabled by default. There have been several suggestions
regarding how to deal with this situation:
* A more expansive heuristic
* Switching the default: Enable full support by default, disable it if
some heuristic determines it is safe/valid.
* Enable full UI support when a relevant document (RTL-CTL, or CJK) is
edited for the first time.
and - a drastic solution:
* Always enable full UI support for all language groups, period.
Now, this last alternative may be a good idea, but - it's a significant
change, and I don't remember that we were all in consensus about this,
as evidenced by all the other bugs being open and seeing some
discussion. But, beyond that - in the middle of the discussion of
reservations regarding this change on the bug page of the drastic
suggestion,

Jonathan just went ahead and committed this, despite my worrying about
the UI/UX impact, and how we've not fully mapped out what this affects.
I argued with him about this action, both because I was sidelined
personally in mid-conversation, but also because of what I've mentioned
above: We have a process of UI/UX issues being brought up,
discussed/brainstormed/percolated on when the relevant action is not
completely obvious, then finally decided. It's not perfect, and
sometimes, a design meeting decision can be rushed - but it's much
better than "first alternative to see a patch submitted is chosen".
So, I think it's appropriate to bring this up in a meeting.
