I work for Collabora Productivity, This is a new feature we are 
implementing for core. LanguageTool is a remote grammar&spell checker 
service that has both private and public api usage. The setting in the 
picture is to configure that API settings to make use of it. I have 
implemented it as a component under lingucomponent.
