3 and 4 should be ONE thing.
- You can add an button for show expert toolbar and it will open it.
- You can add an advanced button (icon only, text beside icon, ...) and it
will show the advanced layout
or you click the button again and it show the minimum layout
so you define in glade two layouts. one for on one for off.

maybe it would be better to separate 3 and 4. the mockup show the full size
and than smaler sizes with >> expander.
the smaler size is once defined as show the first icon and once show the
second column in icon only view.
the shrink thing could work with show x column than you need an grid widget
where you define which thing should be shown always and which not.
could than work also with show/hide row and you define show row only when
click expand, ...
