Not sure what you mean for testing, but if you want to make it
available to users, then you can use the template site:
http://templates.libreoffice.org/template-center
As for getting feedback from people from this list, it has been
already been covered (most important is the actual template files :-)
- where you upload them then doesn't matter that much, but the wiki is
of course an option)
If it should be considered to be shipped with LO by default, then of
course the license must match :-)
