Yes, I have been using the Web Layout as a workaround. But as I'm sure you know, it's not a perfect 
solution. Plus I have been unable to find a way to make Writer automatically open with Web Layout 
selected. It always opens by default with Print Layout.

I think (I haven't checked) asked for this feature as well and posted a feature request for this 
in our bugzilla. As a workaround, you might want to use the "weblayout" instead of the 
"printlayout" instead. It's not exactly what you want, but it might be good enough?
