If the logo will be presented at 100px, you should export it in this 
size, avoiding a re-scale by the website.

The question of using the full logo or only the text area depends on the 
final size on the SCaLE website: If they require larger logos, I think 
they will show them in larger scale, so you should go with number 1.

The 100px logo is barely readable, but I think this is caused by the 
re-size.

The best result would be a pixel adjusted export in the Inkscape source 
to 100px width, but this probably needs time we don't have these days.

So even if it will not reach the quality, I'd suggest to export a bitmap 
in 500px width and let GIMP rescale it using it's best algorithm (Lanczos3).

Only if the result is not good enough to read the text, I'd recommend to 
use the logo without symbol.
