Seems we've been here before.  

Java Access Bridge and  LibreOffice Accessability Tools  absolutely ARE
functional with the LibreOffice 3.6.0 builds. But it requires your Java
runtime environments be properly configured.

Since you've upgraded, did you remove (rename) your per user LibreOffice
profile as has been widely recommended? 

Also,  we can not expect  Java configuration from the 3.5 builds and using
JRE 1.6 to function with  LO 3.6 and JRE 1.7.  

So in that regard, have you at least cleaned up your LibreOffice Java
configuration--javasetting_Windows_x86.xml?

We can tell if you:

1) please post your javasetting_Windows_x86.xml  file found at
C:\users\<username>\AppData\Roaming\LibreOffice\3\user\config

2) and please  capture the output of  a command prompt run of "echo %PATH%",  
and a command prompt run of  "java -version"

We are looking for the  the JRE executable java.exe to be run from the
32-bit installation folder--C:\Program Files (x86)\Java\jre7\bin-- and not
from the C:\Windows\System32 directory.  And if on a64-bit  Windows system,
JRE and JAB support for LibreOffice require use of the 32-bit versions--will
not work with 64-bit JRE.
