Looks to be "not a bug".  

Confusion of features provided by Windows accessibility (MSAA)  and what
Java Access Bridge and LO Accessibility Tools provide.  Full screen
magnification, or a Lens function are not Libre Office AT capabilities.  
Gnopernicus in Linux and ZoomText in Windows, or native MSAA with Magnifier.

Magnifier cursor controls are <ctrl>+<alt>+ any of the cursor arrows.

That said, a  "Lens" style screen magnifier widget for LibreOffice Assistive
Technologies would probably be a worthwhile enhancement to undertake when LO
Accessibility Tools are reworked with IAccessible2 (
https://bugs.freedesktop.org/show_bug.cgi?id=39956 ), obviously cursor
controls to supplement mouse controls would be appropriate.
