Sending to qa@fr will work in the specific case of bugs in French, but
how should we deal with bugs submitted in other languages?
For example, here's a bug submitted in Spanish:

In that case, it looks like someone Assigned the bug to Sophie (hey,
we know her! :-) and ask her to translate the bug into English. I know
that Sophie's a prolific contributor, but we can't just assign her all
of the Native-Language bugs for translation. I think we need to come
up with a more general solution.
Whatever we decide on the matter, I suggest that we add a note about
how to triage Native-Language bugs to the BugTriage page, as that
seems like a likely place for Triagers to look for guidance:
