What is Mumble?

Do you need to have a sound card with microphone attached?
I do not have too much abilities to use a mic on my systems, at this time.
Something about the hardware and software support for full duplexing 
with the OS.

Actually my only good mic died a few years back and I never replaced 
it.  What I have now does not give any good quality, but was enough to 
the the hardware.
