Fixed in 
https://git.libreoffice.org/infra/libreofficeorg/commit/241df4d24fb04f943c6c7d76973d86ca06cdac2d

Now all the links in layouts should respect the slug and I also noticed 
I should have the top nav logo link to the home of the localised site 
you are on.

The content of the security page will not be made available for translation.
