I'm not sure if this is "working as intended", so to say - I never considered this as a bug. ;-)

What is meant by "flicker"? If you mouse is hovering over the link, does it just change to gray or does the color keep trying to change back and forth while hovering over the link?

I like to use the hover option where it is one color when seen and a different color, but close to the original one, while your mouse is hovering. Say dark green when seen normally and a lighter green when you are hovering over the link.

As far as I know, that is becoming a "normal" practice for many sites and site developers.

I never heard of any ability, other than blink, to change the color back and forth while the mouse is hovering over the link without the mouse moving. I know that "blinking" is something that is frowned upon my most people I have talked to and drives other "crazy" while trying to read a text on the same screen as a blinking text. The only use for blinking text was for a warning message to catch the eye of a main frame terminal operator to do something "soon". That is what I was told was its only use back when I was a main frame programmer for business and science applications.
