I explained it in reply to Sophie's mail.. But here the short version:

add "dl" meta-keyword to the pages you want to always appear in the
Handy Resources.
add "dlver-4.1.0" for pages that you only want to show for a specific
version (the version doesn't need to be full, so dlver-4 would apply
to all 4.x.y versions
add "dltype-rpm-x86" to add that page only when the selected type is
"rpm-x66", again the type doesn't have to be complete - dltype-rpm
would apply to both the x86 as well as the x86_64 version.

Note that the list of related pages is cached, so it might take 10
minutes or so for newly tagged pages to appear.
